1 gallon-  Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 1 gallon in the 9 gallon bucket.

2-Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 1 gallon in the 9 gallon bucket.  pour it into the 4 gallon bucket.  Fill up the 9 gallon bucket.  Pour 3 gallons into the 4 gallon bucket.  Pour the 4  gallon bucket out.  Pour 4 to the 4 gallon bucket.  Pour out the 4 gallon bucket.

3-Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 1 gallon in the 9 gallon bucket.  pour it into the 4 gallon bucket.  Fill up the 9 gallon bucket.  Pour 3 gallons into the 4 gallon bucket.  Pour the 4  gallon bucket out.  Pour 4 to the 4 gallon bucket.   Pour out the 4 gallon bucket.  Pour 2 into the 4 gallon bucket.  then fill up 9 gallon bucket. Pour 2 gallons into 4 gallon bucket.  then pour out 4 gallon bucket.pour 4 gallon into the 4 gallon bucket.  then pour the 4 gallons out

4 gallons-fill up the 4 gallon bucket

5 gallons- Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.

6- Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 1 gallon in the 9 gallon bucket.  pour it into the 4 gallon bucket.  Fill up the 9 gallon bucket.  Pour 3 gallons into the 4 gallon bucket.  Pour the 4  gallon bucket out.

7-Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 1 gallon in the 9 gallon bucket.  pour it into the 4 gallon bucket.  Fill up the 9 gallon bucket.  Pour 3 gallons into the 4 gallon bucket.  Pour the 4  gallon bucket out.  Pour 4 to the 4 gallon bucket.   Pour out the 4 gallon bucket.  Pour 2 into the 4 gallon bucket.  then fill up 9 gallon bucket. Pour 2 gallons into 4 gallon bucket.  then pour out 4 gallon bucket.

8-pour 4 gallon bucket into the 9 gallon bucket and then pour 4 gallon bucket into the 9 gallon bucket. now you have 8 gallons.

9 gallon- fill up the 9 gallon bucket 

10-Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 1 gallon in the 9 gallon bucket.  pour it into the 4 gallon bucket.  Fill up the 9 gallon bucket. You now have 10 gallons.

11-Fill the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 5 gallons in the 9 gallon bucket.  Pour 4 gallons into the 4 gallon bucket and pour it out.  You now have 1 gallon in the 9 gallon bucket.  pour it into the 4 gallon bucket.  Fill up the 9 gallon bucket.  Pour 3 gallons into the 4 gallon bucket.  Pour the 4  gallon bucket out.  Pour 4 to the 4 gallon bucket.   Pour out the 4 gallon bucket.  Pour 2 into the 4 gallon bucket.  then fill up 9 gallon bucket.  

12-pour 4 gallon bucket into the 9 gallon bucket and then pour 4 gallon bucket into the 9 gallon bucket. now you have 8 gallons. fill up the 4 gallon bucket.  now you have 12 gallons.  

13- fill up both buckets
